Misc. Fuel and speedometer needle stuck until I flick the glass

- '78 cj5 258 straight 6, 3 speed manual, hei distributor, motorcraft 2100 carb with electric choke.
I recently removed speedometer housing to replace the fuel gauge. Outside of the Jeep, everything works. Tested speedometer with drill and bench tested fuel gauge.
Now that cluster is back in, the fuel gauge needle and speedometer needle seem to get stuck. They will go back to normal if I flick the speedometer cluster glass a few times. I assume I tightened something too much (or not enough?), but can’t figure out what. I loosened the attachment bolts of the speedometer housing to the dash as much as I felt comfortable doing with out it bouncing around and it didn’t help.
I know there are tons of threads on gauges, but I couldn’t find anything that describes this issue.
Please help if you can. I’m starting (already am) to get frustrated.
