Trying to replace my lapbelt with 3-point harness when I came across these bolts/nuts on the roll cage. One side has a regular hex head, the other has something I've never seen before (see: pics). Looks like a socket bolt, but the relief is a flathead with a long hollowed out middle. The hex nut is rusted in there hard. Sprayed it with PB Blaster and took a blow torch to it. The bolt will rotate, but nothing else will. The flathead relief is fairly maleable and hasn't taken well to anything ive used and just keeps stripping. There a trick to these things or should I just saw'em off?

That is where the factory belt mounted to. I have no idea why they would have put those bolts there.

Hmm that looks like a nut insert that would go into fiberglass, the PO must have been out of regular nuts

OEM shoulder belt mounting location.
That hardware is not OEM.
If the shoulder belt ain't be'n used, get rid of that bolt deal.
