Frame differences

There seem to be 2 different types of front portions of Frames. What is the different when it comes to rebuilds. The one seems to be just a round tube with the radiator mount and the other seems to have a wider flat piece with the radiator mount incorporated. Any information would be useful.

The tube in the front is a YJ frame (1987 to 1995)
