Default 2nd new pump and still no power steering

So I thought the first pump was defective. The second one is giving me the same trouble. No power assist at lower rpm and very little at higher. I turned the wheel lock out to lock out hundreds of times while in the air. Yes, hundreds. I drove it around for a half hour. There is no air in the reservoir. Is it possible these new pumps just don't put through enough fluid for my J20 steering gear? Is there a big air bubble in the gear that won't push through? My tires are not huge, measure 32". It's a new Borgeson pump. My old pump turned like butter. I'm about to just burn another key in the shaft and reinstall it.

My bleeding procedure:
1. Fill reservoir
2. With engine off, crank wheel side to side 20x
3. Add fluid(I see air bubbles at this point)
4. Bump engine a couple of times.
5. Check fluid level
6. Start engine and turn wheel a hundred times.



Edit: Got off the phone with the guy who did the conversion for me way back when. He doesn't think the pump is the issue. Suspects some trash got into the gear box which would require a rebuilt box. Could have been some trash in first pump I installed. I certainly didn't introduce any trash to the system. I give up. Taking it to him this weekend instead of throwing darts in the dark. I'll follow up. Should know something after this weekend.

You could try disconnecting the low pressure return hose from the pump, plug the return fitting on the pump, put the return hose from the gear box into a bucket, then run the engine and turn the wheels. If nothing comes out of the return hose, you have a blockage somewhere in the system, and since you have a new pump, it would pretty much have to be the gear box that is obstructed.

Well, I took one more shot at it before taking it to my 'jeep guy'. I replaced the steering gear. No go. Since then, I had it looked at. Turns out the second pump is bad. I was getting some fluid through the return hose, but I had nothing to compare to. Evidently it wasn't enough pressure. He installed a known good pump and my whole system works as it should. So, I gave up on "new" pumps. I'm machining a new key way opposite side of the one that broke out. It's not an interference fit anyway. Should be good. Should've done this in the first place, but I really wanted new. $160 Borgeson. Who the ?!#$ builds these 'new' pumps? Some blind man in China? Where is quality control? The description reads "all pumps computer tested" blah blah blah. Ummm, yea....right.
