Liberty CRD MPG Actually Sucks?

| We came across this little morsel while reading the sensationalized-named article, Pain At The Pump: Government Gas Secrets over on Yahoo! News:For example, Chrysler says the four-wheel drive diesel version of the Jeep Liberty gets 22 mpg in the city. Consumer Reports tested it and found it got more like 11 mpg.
When we went back and actually read the article (instead of our standard practice of skimming auto-related articles looking for the word "Jeep") - we learned that (gasp!) auto manufactures often test their vehicles under the best possible circumstances for calculating gas mileage. While this is perfectly understandable - can the Liberty CRD's milage really be 50% of what DaimlerChrysler would lead us to believe?
