The tire is a 30x9.5 and the rim seems larger than the tire. These were on the jeep when I bought it. I have no clue what the make is.

Yes, it looks like the wheels are too wide for those tires.
Stick a ruler through the wheels to measure the width. You should measure the inside of the wheel where the bead seats. Since the tire is already mounted it may take a little guesswork.

If you decide to keep those rims, you are most likely going to want a 11.5" wide tire at a minimum.

Thanks guys, I thought it might be a 10. I think with some 11.50's tires the jeep might look pretty cool.

I'll second that,
In fact I think a 13.5" wide high floatation tire is really what fits the 10" wide rim better as an ideal fit. Something like the MT Baja claw 35 or 36x13.5's is what those rims are really for. That or paddle tires for the dunes..... If you're not into running huge heavy tires id trade or sell those wide rims out for a set of 8" wide rims if those were mine. I do like those turbine's especially when color matched the same as the body paint for a retro 70's or early 80's restoration but for harder core wheeling, id ditch them.

If your still on narrow track axles with your 76 be ready for the possibility of rubbing your springs etc. with correct tires mounted on those rims.
